Dr. Ursula Mullins stands as a dedicated public servant with an extensive track record in various roles across local and state government and the non-profit sector. Her commitment to enhancing community welfare through performance management, coaching, strategic planning, and project leadership has been unwavering. Having held pivotal positions such as Director of the Youth Detention Center, Executive Advisor to the Secretary of the Cabinet for Health and Family Services, and Director of the Office of Performance Improvement, Ursula has significantly shaped policies and initiatives. Her current role as the inaugural Chief Impact Officer at Dare to Care Food Bank underscores her commitment to driving positive change. Ursula's impactful initiatives and passion for process enhancement and data utilization has fueled her mission to uplift vulnerable populations. Her academic journey includes an undergraduate degree from Tennessee State University and a Master of Science and PhD in Developmental Psychology from the University of Kentucky, complemented by a postdoctoral fellowship at the UK Center for Drug and Alcohol Research (CDAR).
