The American Rescue Plan Act (ARPA) of 2021 is a $1.9 trillion economic bill passed by Congress and signed into law by President Biden on March 11, 2021. Its purpose is to speed up the country’s recovery from the economic and health effects of the COVID-19 pandemic and recession. Louisville Metro Government (LMG) received $388 million through the ARPA and in collaboration with the Metro Council, community partners, and city residents, worked to prioritize the spending and dissemination of the funding. The mayor created the Louisville Accelerator Team (LAT) in May 2021 to coordinate the spending of the funds and to manage the ARPA projects.
This presentation will review the formation of the LAT and the creation of the projects. We will hear from the project managers with the LAT and learn about the types of projects they are managing. LAT’s portfolio at one time included 77 projects and currently hovers around 41 projects.

Krystal Atkinson

Kristal Atkinson is a project manager with LAT.  Before joining LAT Kristal served as project manager for housing renovation projects where she managed timelines and contractors to keep projects on schedule and under budget. Kristal obtained her PMP certification in 2023.

Carol Miller

Carol Miller is a project manager with the LAT.  Carol has been with LMG since 2001 working in Public Works, the Zoo, Office of Management and Budget, and HR.  Carol has been a PMP since 2015 and has been working in that capacity since that time.  Previously Carol was a Business Manager (Public Works), CFO (Zoo), and Fiscal Administrator (OMB).  Carol has an M.A. in Geography with an emphasis in GIS.

Ken Hillebrand

Ken Hillebrand is the Executive Director of the LAT and has worked for Metro Government since 1984, starting with the Board of Aldermen for 9 years and 29 years with Technology.  Ken has been with LAT since 2021.  Ken is most proud of the efforts he has been involved in to improve and enhance customer experiences. Ken is a graduate of U of L with a BS and MA in Political Science.

Dwjuan McDonald

Dwjuan McDonald, is a LAT project manager, obtaining his PMP certification in 2017. Dwjuan has been with LMG since 2007 where he worked as an IT Project Manager and a Patching Engineer.  Dwjuan successfully led projects while in IT related to replacement of all the printers at LMG and the deployment of eFax.

Jeff Reinking

Jeff Reinking is a project coordinator with the Louisville Accelerator Team.  Jeff was a professional photographer for the Seattle Supersonics and the University of Louisville.  As a result of COVID Jeff rewired his skills and has worked with LMG in the Office of Performance Improvement and LAT.  Jeff recently obtained his CAPM accreditation and has started managing some projects with LAT.
